This was the first report of the National Council of Welfare (SEE THE YELLOW TEXT BOX A FEW LINES DOWN) that presented interprovincial welfare rate comparisons (for 1986). All information was vetted by provincial/territorial officials before finalizing the report. The model and the methodology have remained constant for every subsequent edition of the report (with the exception of the Person with a Disability category, which was added to the 1989 edition.)
